Mark :  The subject "an envelope" would likely come before the verb phrase "to be picked up" in English
At least it seems awkward to me to read "At the concierge's, above the desk, there is, to be picked up, an envelope..."
Though someone may speak this, in a jumbled fashion, and still be understood. It would, however, have the pauses as denoted by the commas.

Reading this in a book would make the character seem to have jumbled thoughts, such as if they are in a hurry, or are somewhat absent minded.
